Eine Milliarde für eine Million – Studi-Hilfe jetzt!

Wir dokumentieren im Folgenden den Aufruf zu einer Demonstration, deren Forderungen wir unterstützen. Der Originalbeitrag findet sich hier.

Studierenden muss endlich geholfen werden! Das steht fest, aber das scheint die Bundesregierung nicht zu interessieren. Daher ruft das Bündnis Solidarsemester für den 20.06.2020 um 14 Uhr zu einer Demonstration in Berlin auf. Startpunkt ist der Hauptbahnhof (Washingtonplatz). Das Motto: „Eine Milliarde für eine Million – Studi-Hilfe jetzt!“

Eine Million Studierende befinden sich in einer großen finanziellen Notlage und auch drei Monate nach Beginn der Krise ist keine echte Hilfe in Sicht. Sie bekommen nämlich keine Grundsicherung oder andere Transferleistungen. Nur 12% aller Studierenden erhalten BAföG. Nachdem seit März 40% der Studierenden ihre Jobs verloren haben, bleibt Hunderttausenden die Wahl zwischen Studienabbruch und Überschuldung. Mit Bildungsgerechtigkeit hat das nichts zu tun. Es muss etwas passieren, sonst gerät die Corona-Krise zur Bildungskatastrophe!

Bundesbildungsministerin Karliczek sieht das wohl anders. Ihre „Überbrückungshilfe“ besteht aus hoch zu verzinsenden Krediten und einem Mini-Nothilfefonds.

KREDITE FÜR DIE STUDIENFINANZIERUNG LEHNEN WIR AB! Nur ein bedarfsgerechter Zuschuss ohne Rückzahlung kann wirklich helfen.

Trotzdem: Hier einmal unsere Kritik am von Karliczek angepriesenen Kredit in Kurzform:

ZU WENIG: Wer den Kredit wählt, kann nur bis zu 650€ im Monat erhalten. Davon kann man fast nirgendwo leben!
ZU EINGESCHRÄNKT: Eine hohe Zahl von Studierenden ist von vornherein vom Kredit ausgeschlossen!
ZU HOHE ZINSEN: Der als zinsfrei angekündigte Kredit bringt ab nächstem Jahr hohe Zinsen, die bis zu 3.500€ betragen können!
ZU STARR: Die Rückzahlung des Kredits muss oft noch während des Studiums beginnen – Studienabbrüche werden die Folge sein!
ZU UNGERECHT: Wer keine reichen Eltern hat, die im Zweifel einspringen können, kann sich nicht auf so einen Kredit einlassen – das ist keine Bildungsgerechtigkeit!

Unsere Kritik am Mini-Nothilfefonds:

ZU KLEIN: Der Nothilfefonds ist mit 100 Millionen Euro viel zu klein, um einer Million Studierenden zu helfen – das macht nämlich bloß 100 Euro pro Person!
ZU GERING: Pro Monat können Studierende nur bis zu 500€ erhalten – davon kann man nicht leben!
ZU SPÄT: Die Krise hat im März begonnen, bald ist Juli – Studierende ohne Rücklagen und reiche Eltern mussten bereits ihr Studium abbrechen!
ZU RESTRIKTIV: Nur wer unter 500€ auf dem Konto hat, bekommt Geld – das ist für viele schon allein die Miete!
ZU KURZ: Der Fonds erfasst nur die Monate Juni, Juli und August – die Krise began früher und wird bis dahin nicht vorbei sein!
ZU BÜROKRATISCH: Jeden Monat muss die Hilfe neu beantragt und die Corona-bedingte Betroffenheit nachgewiesen werden!

Seit Monaten üben hunderte Studierendenvertretungen Kritik am Vorgehen der Bundesregierung. Es ist Zeit, dass wir gehört werden! Wir dürfen nicht zulassen, dass die Corona-Krise die Lebenspläne hunderttausender Studierender zunichte macht und Hochschulbildung nur denen zugänglich ist, die es sich leisten können.

Unsere Forderungen:

MINDESTENS EINE MILLIARDE FÜR EINE MILLION: Die Aufstockung des Nothilfefonds auf eine Milliarde Euro und die Lockerung der Beantragungsrichtlinien sind dringend erforderlich! Dabei ist eine Milliarde noch eine sehr bescheidene Schätzung des tatsächlichen Bedarfs!
BAFÖG ÖFFNEN: Das BAföG für alle Studierenden zu öffnen, die Beantragung zu entschlacken und es zumindest für die Zeit der Krise rückzahlungsfrei zu gestalten, wäre eine schnelle Hilfe und leicht umzusetzen!
ALGII ÖFFNEN: Ebenso leicht wäre es möglich, Studierenden Zugang zum ALGII zu gewähren, denn auch Studierende können nicht nur von Luft und Liebe leben, sondern haben eine finanzielle Grundsicherung verdient – so wie jeder andere Mensch!

Wir sehen uns also am 20.06. auf der Straße – für Bildungsgerechtigkeit und finanzielle Hilfe, die ihren Namen verdient!

Students have to get help finally! That is clear but the Federal Government does not seem to be interested in that. For this reason, the Alliance of Solidarity Semester calls for a demonstration in Berlin on 20 June 2020 at 2 pm. The starting point is the main railway station (Washingtonplatz). The motto: „One billion for one million – help for students now!“

One million students are in great financial distress and even three months after the start of the crisis, no real help is in sight. They do not receive any basic security or other transfer benefits. Only 12% of all students receive BAföG (state grant for students). After 40% of students having lost their jobs since March, hundreds of thousands of students still have to make the choice between dropping out of university and excessive debts. This is not educational justice. Something has to happen, otherwise the Corona crisis will turn into an educational disaster!

Federal Minister of Education, Karliczek, sees things differently. Her „bridging aid“ consists of high-interest loans and a mini-emergency fund.

WE OPPOSE LOANS AS A WAY OF FINANCING  ONE’S STUDIES! Only a need-based grant without repayment can really help.

Nevertheless, here is our short list of criticism of Karliczek’s loan idea:

NOT ENOUGH: If you choose to apply for the loan, you can only get up to 650€ per month. You can’t live on that almost anywhere!
TOO LIMITED: A large number of students are excluded from the loan from the very start!
TOO HIGH RATE OF INTEREST: The loan is being advertised as interest-free but from next year on it includes high interest rates which can be up to 3,500 €!
TOO RIGID: The repayment of the loan often has to start during the course of studies – dropouts will be the result!
TOO UNJUST: If you don’t have rich parents who can help you just in case, you can’t get involved in such a loan – that’s not educational justice!

Our criticism of the mini-emergency fund:

NOT ENOUGH: With 100 million euros the emergency aid fund is absolutely not enough to help one million students – that’s just 100 euros per person!
TOO LOW: Students can only receive up to 500€ per month – you can’t live on that!
TOO LATE: The crisis started in March, soon it will be July – students without reserves and rich parents have already had to drop out of their studies!
TOO RESTRICTIVE: Only those who have less than €500 in their bank account can get money – that’s the amount of one rent for many!
TOO SHORT: The fund only covers the months of June, July and August – the crisis started earlier and will not be over by then!
TOO BUREAUCRATIC: Every month, the aid must be applied for anew and the corona-related affliction must be proven!

Hundreds of student representatives have been criticising the Federal Government’s actions for months now. It’s time for us to be heard! We must not allow the Corona crisis to destroy the lives of hundreds of thousands of students and make higher education accessible only to those who can afford it.

Our demands:

MINIMUM OF ONE BILLION FOR ONE MILLION: The increase of the emergency aid fund to one billion euros and the relaxation of the application guidelines are urgently needed! Yet a billion is still a very modest estimate of actual needs!
OPEN BAFÖG (STATE GRANT): Opening the BAföG (state grant) to all students, reducing the application to a limited scale and making it repayable at least for the time of the crisis would be a quick help and easy to implement!
OPEN ALGII (UNEMPLOYMENT AID 2): It would be just as easy to grant students access to ALGII (unemployment aid 2) because even students cannot live off fresh air alone, but deserve basic financial security – just like any other person!

So we’ll see you on the streets on 20 June – for educational justice and financial aid which is worthy of the name!
